Practical guides on telecom type approval, test evidence and market-entry planning for telecom, wireless and IoT manufacturers.

Practical guides for manufacturers

Short, practical answers on telecom type approval, test evidence and multi-country planning for Africa and the Middle East. Rules change and differ between regulators, so use these guides as orientation and ask for a product-specific assessment before you commit to a plan.

What is telecom type approval?

Telecom type approval (also called homologation) is the official permit a country gives to confirm your radio or telecom product meets its technical and safety rules. Without it, you cannot sell or use the product legally in that country.

  • The regulator decides — test labs write reports, but only the national authority issues the approval.
  • Every country is different — each market has its own rules, accepted reports and application process.
  • One product, one approval — it covers the exact model and technologies you declared.

Type approval vs CE marking

CE marking is a declaration you make yourself for products sold in Europe (under directives like RED, EMC and LVD). Type approval is an official authorisation issued by a country's own regulator — so a CE mark alone does not let you sell outside Europe.

  • Who issues it — CE is declared by you; type approval is granted by a national authority.
  • Where it applies — CE is valid in Europe; type approval is valid only in the country that issued it.
  • Test reports — CE and FCC reports often help support a type approval file, if the authority accepts them.

How to prepare a technical dossier for radio equipment

Build one complete product file before you apply. Most authorities ask for a product description, technical specs, test reports, label artwork and the user manual — the exact list changes per country, so confirm it first.

  • Product description — model names, variants and what the product does.
  • Radio data — technologies used (4G, Wi-Fi, Bluetooth…), frequency bands and power levels.
  • Test reports — RF, EMC, safety and SAR when required.
  • Label and manual — the label artwork and the user documentation.
  • Company documents — your company details and anything else the authority requests.

RF test reports: what manufacturers should prepare

Your test reports must cover the exact model, technologies and frequency bands you want approved, and they must come from an accredited lab (usually ISO 17025). Wrong model names or missing bands are a common cause of delays.

  • Same model — the report must name the exact model and variants you submit.
  • Same bands — every band and power level you declare must be tested.
  • Right lab — check the lab's accreditation covers the tests it performed.
  • Standards — the report should state which standards and versions were used.
  • Samples — keep spare units ready in case the authority asks for local testing.

Multi-country type approval planning

Plan all your target countries together: rank them by business priority, check what test reports each authority accepts, and order your submissions so you reuse the same documents wherever possible.

  • Priorities first — start with the markets that matter most to your business.
  • Reuse reports — many authorities accept the same test evidence.
  • Consistent documents — labels, manuals and declarations should match across all files.
  • Track each country — monitor every submission separately until approval.

Wi-Fi and Bluetooth regulatory considerations

Wi-Fi and Bluetooth use shared radio bands, but allowed bands, power limits and approval rules change from country to country. For example, 5 GHz and 6 GHz Wi-Fi is not authorised everywhere — check each target market before you ship.

  • Allowed bands — confirm which Wi-Fi bands (including 6 GHz / Wi-Fi 6E) are permitted per country.
  • Right tests — test only the standards and bands you will actually sell.
  • Bluetooth types — declare Classic, BLE and LE Audio variants separately in your file.
